The best time to plant a tree was 20 years ago, the second best time is now.
When I read this proverb today, it was like a smack on the back of the head.
I was sitting at my desk early this morning whining, moaning and complaining (ugly) about how much closer to completion I would be with a project if I had only started back in July. Yes, I thought about it, and no, I did not actually do it. Yes, it would have been great if I started in July. Yes, it would probably be already completed and I would be enjoying all of the benefits. Yes, the person I called in July did not answer my question, And on and on and on. UGH! I found myself getting tired at the sound of my own voice. I just dropped it and went on to something else.
Five minutes after "dropping it" I read this proverb. As the words sunk in, it suddenly became VERY obvious that no matter how much, or how long, or how loud I whine, moan or complain, IT JUST DOESN'T MATTER. and dropping it certainly was not anything like a solution.

I picked up the phone and contacted the agency again that could supply the information I needed to move things forward. After about thirty minutes on the phone, I have a clear plan for the next steps.
Few things happen in life without action and even thought it would have been "best" to take action a long time ago, now was the second best time.
